The lever is there to put the pump in neutral if I remember correctly.
Mine has valves in front of the cab plumbed into the loader lines. These valves have to be closed in order to use the rear outlets.
I assume you know the pump is working.
the 3 point has down pressure and there may be a lock on it to lock it in the up position, you have to unlock every time you bring it to the top all the way as it does it automatically.
