At this stage of the game it's all about the condition of the tractor you're looking at. It's 64 years old, which is a pretty good indication that there aren't any huge flaws with the machine. As with any 64 year old machine it will be worn, and anything could fail at any moment, so keep that in mind too.
I'm pretty sure steering could be power OR manual on these tractors. Steering can be an issue on these tractors especially if the tractor has a loader on it. It was not meant for a loader.
Parts availability is as you'd expect for something this old. Some things you can get, some you can't. General tuneup parts are widely available because there are close to a million engines that use them. Parts for the steering gearbox are unobtainable. You can't even find a salvage tractor with a good used steering box anymore, as they have all been picked over, and there is STILL a waiting list for good used steering boxes.
