Gum and varnish or corrosion or foreign material are possible causes of sticking needle valves, maybe from setting too long, or old stale gas etc. For long term storage Ive had good luck using Sta Bil and a bit of low ash combustible two cycle engine oil in with the gas for long term storage.
Obviously if there's no gas left in the carb bowl and you turn off the gas to run till the engine dies (or drain the bowl manually) the float will drop down and the needle valve will be open, but if it gets stuck open/down and fails to rise and close, the carb will flood when the gas is turned back on grrrrrrrrrrr Soooooooooooooo if you drain the carb or turn off the gas so the float drops and the needle valve sits there OPEN just hope it doesn't gum/varnish stick and reman open when you turn the gas back on !!!!!!!!!!!!!!
