There are two ways a float will not stick and yet overflow the carburetor.
On most gas tractors the float is brass. My cousins Farmall Super C had a problem and drained the entire tank. The cause was a pin hole in the brass float. A little solder and it was good as new.
I don't know whether they ever did this on tractors, but on some cars they went to a polymer (closed cell nitrile nitrophyl) float that can become gasoline logged. They start to float less and then this floods the carburetor. Some other floats are made of a hollow shell of a hard plastic like nylon.
Then there is always the possibility that the needle and seat are worn. The best way to test is to remove the bowl and gently raise the float until it is parallel to the body and see if the gas flow stops.
