Maybe you got the tiller I sold a few years back lol. It had a ring like that on it. It was a First Choice tiller that I brought new probably close to twenty years ago. I figured it belonged somehow inside that plastic Pto guard. I never did anything with the ring but probably should have removed it. I brought a new 84 inch Brush Hog tiller and sold that tiller on Craigslist 3 years ago with the ring still on it.
