I am not familiar with the IH magnetos, but since someone mentioned that the cubs use a designated magneto, I GOOGLED farmall cub magneto. Turns out it does require a J-4 Mag, if it has a different mag than that on it, it won't run. I found a youtube video for rebuilding the H-4 mag - posted below - which is almost identical to the J-4. Based on your description of the problem there are 4 bolts behind the clock spring that need attention, maybe they have fallen out or just need to be tightened. Just as a guess, since your mag is jumping up and down a bit, I am thinking that the ball bearing on the rotor might have gone bad, which could possibly cause the jumping. Hope this helps.
