If one side goes out of the TA,it will still move in the other side. Sometimes for years on one side.Sounds like the filter could be possibly restricted and not getting a proper full supply of oil to the pumps. how long since it has been changed? Is there water /sludge in the system?Has the tractor sat for a long time?When you change the filter,the oil you 'lose' will be indicitive of what is in there.Definitely change the filter first.Dirty filters cause all kinds of issues.
