Sounds like the brake band is broken, common for the age. It's either split between the transmission and reaf differential housing or I beleive you can get there by removing the seat and top cover. I've always split the tractor but that's me. To verify, with the tractor running and PTO disengaged, you can wedge a 2x4 against the drawbar and push it against the PTO shaft. If it stops, its the PTO brake. If it doesn't stop, the PTO clutch is in need of repair.
