Their is a fuse panel ( black rectangle box with thumb screw ) lower left of the instrument panel, I think the feed wire is the one on the right side, lower screw. Check both top and bottom screws to see if the fuse is good. If it is good, behind the High/Low lever is the neutral safety switch. With the lever in either high or low, one side should have power when you turn the key. In neutral both sides should be hot and the solenoid at the stater should be energized.
