69 was when they changed from screw in core plugs to to the drive in cup plug style, depends on when the tractor was made as to which plug it has in the block.
The plugs are on the right side, one behind the injection pump and one behind the starter, rarely do the screw in plugs ever come back out and most just install a inline heater in the bottom radiator hose, much simpler to do.
I don't see how there's would be enough room for the starter with that bushing and heater sticking out 1 1/2" - 2" from the block plus the cord.
For the later blocks the core plug heater offers enough room but you can still use a inline heater in the bottom hose and it's much simpler to install.
