I should have mentioned, if the last guy who had that off used silicon or even regular Permatex gasket seal adhesive, it could be glued on there pretty tight. Have you tried GENTLY trying to tap a tapered blade in between the cover and the front of the block? It might pop it off or maybe show that it has the ability to separate. Keep trying that in different locations around the outside edge of the cover. Might take a bit of coaxing but be patient, it has to come off eventually.
