Good evening: Interesting picture. What type location or situation might that be? The tunnel or passage could be for a creek or it might be for cattle to get from one side of the embankment to the other. The thought of a railroad is interesting, many ran on embankments across miles of low ground. The rocks or stones as part of the construction indicate fairly permanent work. Are we looking at a steam engine that was for belt-driven equipment? Many of those were able to transport themselves but were not strong pullers (as far as I know). Somebody reading this knows these things!
