As suggested by other reply, just hold the shaft with vise grips and carefully saw thru the steering wheel hub and it will come off. Might have to touch-up paint on shaft, but you are going to paint new steering wheel anyway. Done many removals like that as I have restored MANY Toy tractors over the years. But not so much anymore.
