You should not have that much of a problem. On a 51A for many years ysed a 4 row front mount cultivator or 2 row mounted picker with no power steering, just have to be moving a bit as you turn the wheel. Now if it realy turns that hard then you are in for a pedistal repair. For that you have to be able to raise the front end of the tractor high enough to drop the steering shaft down out the bottopm of the pedistal after taking the front wheels off. to get that shaft out first you have to remove the steering shaft. But when you get that all done you will find a thrust bearing at the bottom that is wore out plus also possible rusted up bearings on the steering post that is binding up. The only way you should possibly need power steering is if you are trying to use a loader and they were never any good for a loader, too many shifting problems with the way the tractor is designed.
