Most of the time there's not enough water to fill the existing reservoir capacity. For most of the past couple of decades, Lake McConaughy in Nebraska has been well below capacity. Bonny Reservoir in eastern Colorado had to be drained in order to supply Kansas with its share of the Republican River.
