with that picture it narrows it down to a Comfort King which were made in the later 1960's.
seems odd they would have stuff rags in the couple line holes and if you actuated the remote levers i would think fluid would have shot out. But as others have said if the 3pt goes up and down then there is hydraulic pressure.
you could probably make new lines but most hydraulic stuff isn't cheap.
as others mentioned the PTO is probably due to warped discs and maybe the PTO brake is worn or not adjusted. Could be, especially if the owner is unfamiliar with it the PTO was on???
good news is there are good tractors and there are lots of these tractors out there so parts (used anyway) are easy to get.
one thing to watch for is water in the oil these weren't really any worse than other tractors but i've seen a couple with leaking sleeves. Ask if he minds if you crack the oil drain plug if it has been sitting a while (a week or more?). if any antifreeze then leaking sleeves. if water then normal condensation.
