You'll never get them trained because "parts people" is not a career anymore. It's a part time job for a teenager, like working the register at McDonalds.
Time any "parts people" that are smart enough to do the job get trained, they are on to bigger and better, because they are smart, and are moving up in the world quickly. What you are left with are the ones that are either not motivated or lack the smarts to get a better job.
