Are the brushes in good contact with the commutator, as in long enough that the springs are holding them tight down against it?
If they are worn too short, new brushes might fix it IF the armature is not shorted internally.
A shorted armature will usually show as a pair of commutator segments being heat discolored, darker than the rest, solder slung out where the winding is soldered to the end. If that has happened it will need a new (used) armature. If the brushes are short they may have rapidly burned away because of a shorted armature.
