This wouldn't be a problem if people in a position of authority could have put out a consistent message at the beginning, but no, it was all over the place. Some people were saying the right thing, but the next guy would think he was smarter and say something completely different and contradictory. That gave an opening to the anti-maskers and conspiracy theorists.
