ASABE specifies that 16" is the dimension from the end of the PTO shaft to the center of the drawbar hole. Manufacturers may at their discretion provide a provision to place the hole at 14" for implements that were designed to an older standard, but in no means are they required to provide that placement since the standard has been 16" for over 20 years.
