Anytime you have two dissimilar metals, you can count on having a tough time getting them apart. In this case you have steel bolts in an aluminum casting. You might have to drill a pilot hole down through the bolts and then put your solvent into the casting, through the hole in the bolt. If you do not need this equipment any time soon, let it soak for a few months. Another thing to try is to hit the bolt heads with a hammer. Vibration might affect it some, but don't count on that either.
