if its not a stuck valve which would be my first guess it could have had a rodent pack a cylinder with seed,, easy to check valves by making sure they all move freely by lightly tapping on them, to check for debris in teh cylinder remove all the plugs and use a air gun to blow in the hole, do not seat the air gun in the hole just blow air in it, if there is stuff inside it will start blowing out
