If you indeed have 13-24 tires on your 9N, then you will need to replace the entire wheel assembly with one from another 9N to get to 11.2x28.
The wheel centers would have to be cut down and welded into a 24" rim. It's not practical to go back the other way unless you use parts off another 9N.
Now are you sure you have a 9N? If it was an 8N, I think it would be rather trivial to mount a set of old combine tires on there, which would explain why it ended up with 24" rims.
