Probably a pretty elaborate modification if it had brake steering. My understanding is those cars had a band in the transmission that the foot brake acted on. Hand brake held the rear wheels.
The bridge looks like one of the many spanning the Seine in Paris, especially with the big building over in the corner of the photo. Could be another city, however.
