Hi, as Jim has said, the first thing to check is whether the pump control valve lever is moving in response to the quadrant lever. When the linkage is down, raising the quadrant lever should allow the pump lever to move forwards. Have an assistant raise the linkage slowly by hand. The pump lever should return to a central position. When the q lever is lowered, the finger will push the pump lever rear wards. As the linkage is lowered the pump lever will return to a central position. Make sure that the above is happening. If not, the problem is likely to be within the linkage in the hyd cover.
