I would start by checking to see that the fuel will flow unrestricted out the line from the tank to the transfer pump. If it has been a while since the fuel filter was changed, I would change it. Then if it is running and still quits under full throttle, loosen the two screws that hold the timing window, on the side of the injection pump, to let some fuel leak out and see if it stays running. If it stays running at full throttle with the window loose, there is a good chance you will need a rebuild. If you take the window off and see what looks like mouse turds behind it that is another sign the pump needs repair. Those pieces will plug the return fuel check valve, which will cause stalling.
