Farmalls in general (letter in particular) have a "do nothing" zone from the far position of the hand lever to about a third of the way to wide open position. If the tractor will run OK with the lever at wide open, and will slow down to some speed less then full speed, then quits running when adjusted slower, there is two possible items to work on. The first is the idle stop screw and idle richness adjustment. these are located in the top 1/2 of the carb. The Idle speed stop screw is closest to the tube from the governor, and pushes against the lever inside the connection to limit how far the throttle plate closes. The idle mixture screw is at an angle to the right of that. It is an air bleed screw, the farther out it is the leaner it gets. The idle mixture screw is adjusted so the speed (at idle) is as high as it will go, when the speed screw is adjusted to the correct idle speed. They are played against one another to achieve this best mixture at a nice slow idle (about 500 RPM) The other issue is that it stops. if nothing woll make it run slowly, and the above screws are not doing anything, there is a plugged up idle circuit in the carb.
