I have a BIL who has been in the tire business for 45 years. His rule of thumb is 1 inch over or under the rim size. His experience is mostly with passenger tires, although he does sell a few tractor tires during the year, mostly fronts.
I asked if it really made a difference with the low speed tractor tires. His comment was probably not, but he refused to budge on the store policy. He will not mount any tire exceeding the 1 inch rule, mostly due the liability issues.
If you want a wheel combination larger than the rule allows, he will gladly sell you the tire, but you are on your own to mount it.
I have always done my own tractor tires, and it is not a real problem. It takes a little patience, but can be done easily with the right hand tools. I made my own spud bars which work well.
