It would appear that you are NOT dealing with "shear pins", but rather parts of an "ORC" (Overrunning Clutch) since the pins are apparently spring-loaded.
The purpose of an ORC is to prevent the inertia of the spinning blade from driving the tractor forward when the foot clutch is depressed with possible disastrous results when using a tractor with a transmission-driven PTO, it also saves wear on the PTO brake is using a tractor with "live PTO" that is equipped with a transmission brake.
I would ASSUME the "ORC" is an original part of your unknown model AC rotary cutter. By the looks of the pins, likely there's likely wear/damage to other parts of the "ORC" and pins and springs may not be enough to repair it.
If parts can not be found through AGCO (successor to Allis Chalmers) it may be possible to lock the existing "ORC" solid and install a generic "ORC" on the tractor's PTO shaft to take over it's function.
