With a little care the 1/4" hole for the pin in the new yoke can be drilled even with a little consumer-grade 1/4" drill, even if you don't have a lot of tools, it shouldn't be terribly tough steel to drill.
Spend some time measuring and eyeballing and marking to get the first hole you drill in the yoke to match the hole in the shaft, then let the bit enter the hole in the shaft and drill the opposite hole from the inside out.
You'll be "back in business" in nearly no time at all!
