Ron Sa.found a way to cure the issue that you are troubled with. The OD of the clutch disk has a clearance groove. The OD of the clutch disk is most likely packed full of stiff crud and rubbing against the clutch disk. When parked the crud sticks to the clutch disk OD tight enough, that the clutch brake can't stop the clutch from rotating. Ron suggests that you give the clutch a good cleaning, and it will work well. This is not an issue with hand clutches.CM Ron knows his DC Case Tractors.
