I have used elctrolysis to clean up BBQ propane bottles prior to making yard art, and it works terrific and if you do not have a sandblaster you likely have a battery charger and that, plus a tank and a piece of scrap iron or steel is about all you need. I did use washing soda from the swimming pool store to enhance the electrolyte. Youtube has lots of simple instructrion videos. If you have kids it makes a fun science experiment.
Oh - when they are done you DO have to wipe or brush the rust slime off them, they do not come out shiny and perfect, but the rust wipes right off.
