No such thing as a "13.9" anything, so it would either be 13.6 or 16.9.
To go from a 13.6 to an 18.4, you need new rims. 16" wide. You'd never get the 18.4 tires pried on to the narrower rims, and even if you did, they would be pinched severely at the sidewalls and crowned heavily in the tread.
16.9 to 18.4 is one step, and if the tractor currently has 15" rims on it, you can squeeze them on. However, the previous owner probably upsized the tires once already, so the tractor may have 14" or even 13" wide rims on it, which will be too narrow for 18.4 tires.
