Soda water is nothing more than water that's been saturated with CO2 gas. I just looked it up and found that there is also commonly added a small amount of salts for flavor, but that's it.
Baking soda can create CO2, but only when mixed with vinegar.
If I understand it correctly, soda water (or seltzer water, as commonly seen in vintage movies) has long been used to clean spills on clothes while in a restaurant. For one thing, it's readily-available water, and clean and clear. The other thing is (I believe) that the little bubbles can help to dislodge stains so that they can be wiped/washed away. Nothing mentioned about using those waters for odors.
