If you look closer, the top or outside ply the cords run parallel to the break, then right under those cords are the ends of the cords the next ply down. But with the bulging of the casing I bet the other two plys are broke too. I wouldn't put off repairing or replacing it too long. They make tire "Boots", nylon cord reinforced huge tire patches you can install inside a tire just like a inner tube patch on the outside of a tube. Had a 9-38 Firestone 4 ply, factory installed tire on a 1940 JD B Dad bought in 1969. Had a hole on right rear tire thru all 4 plus, tube bulged out just a bit. No idea how long the prior owner ran it that way but we ran it about two years before I put a mis-matched pair of 11-38's on it.
