I've wrapped the hub with some thick plastic- I used silage bag plastic, an extreme duty trash bag would work as well- and sandwiched it between the hub and the collar. It makes a shim- like the tin suggested below- but fills in all the gaps. It hasn't moved after 20 years. Between that and the suggestion of something gritty on the axle, it will hold well.
