IF the disc is deformed, (pushed in in the middle) or bent, it will drag, causing the problem. if the TA clutch was not releasing it would not affect the tractor moving, or going into gear. so the real issue is the primary clutch. The disc should have no more than .020" axial runout (wobble on the shaft) Look for spots on the clutch shaft splines that can keep the new clutch close to the flywheel, rubbing, so the shaft splines need to be checked looking for a "step" in the sides of the splines.
