The rack in the CAV/DPA fuel pump is stuck. You can try this procedure at YOUR OWN risk as this is how a retired IH Mechanic would try to free the rack.
Put ON/OFF level in the ON position, pull throttle to wide open, tap the end of the pump where the injector line are with a hammer. BECAREFUL when you go to start the tractor as the rack may stick in the Wide Open throttle mode and the only way to stop tractor is to block the air intake or shut off the fuel line from the tank. Put some ATF in the Diesel fuel.
Otherwise remove the pump and send it to a Diesel shop or one of the two guys on this site that clean and overhaul pumps.
