If it's pushing oil out of the tank the filter has a hole in it and needs changed, if you had burnt the pump up it would be making noise or wouldn't be pumping.
You actually need to replace the filter but to check everything fill the reservoir and install the cap, start the engine and let it run for 20-30 seconds then shut it off, remove the cap and refill the reservoir, start the engine again and work the steering wheel left and right a couple of times then shut the engine off and refill the reservoir again, repeat this process until the steering works properly and the reservoir stays full.
MIL's 5600 has a small leak at the sector, not bad enough to require fixing but still will lose enough fluid after a few weeks to need refilled, the filter was bad and it would shoot fluid out the fill hole with the engine running, I'd refill it using the same process I just said until we changed the filter last year, it still has that small leak but I can now fill the reservoir with the engine running.
