These are kind of an early attempt at a "safety" quick attach PTO yoke, and don't have parts protruding as much as some designs to catch clothes or other things to wrap up in the PTO shaft.
As someone else said, the pin is "staked" in place and you can either figure that out to get it apart and replace the spring, or replace the complete yoke.
You would need to figure out the make and series of driveline you have, then you should be able to find a new complete yoke on the 'net for somewhere in the $20 to $75 range.
NOT unreasonable to keep things as safe as you can.
