As mentioned title rules and procedures are state specific. So if I was you I would go actually look at the truck and see if it is worth pursuing and if so I would ask the owner to provide the replacement title with the understanding that you would pay the extra cost. If they won’t do any thing to help get the title move on. If the truck isn’t as good as it sounds move on.
