An improperly tuned engine will cause that. Weak spark, worn plugs, points out of adjustment, frozen centrifugal advance, worn distributor bushings, clogged air cleaner, valves out of adjustment, vacuum leak, anything not right can contribute or combine to cause loss of performance. Save the carb adjustments for last. If the rest isn't right, the carb can't do it's job.
Easy test of the governor, engine off, set the dash lever to full speed, look at the position of the throttle. It should be in the wide open position. Then start the engine, move the dash lever from idle to sudden full throttle. The throttle should instantly go to wide open, then modulate back as the RPM comes up.
Since a little choke helps, it could be too lean. With the engine up to operating temp, try opening the main jet 1/4 turn, then try the sudden throttle. It should take full sudden throttle without hesitation. Keep backing out the main adjust until it will. A single puff of black smoke is the goal.
