On most any ratchet strap, you could always pull the pawl on the handle and move the handle to a position in the middle of the stroke. Apply a little tension with the handle, and with the other hand pull the pawl that prevents the spool from unwinding. Lower the handle to the bottom of the stroke and repeat. Should work just like any come-a-long.
