Happens to me all the time and frequently on almost empty roads. My theory is herd mentality. The other driver is operating in a comfort zone until you/I arrive. They reflexively speed up to join the herd. I've arrived at this conclusion because once I'm past, they generally drop slowly back to their original speed. I've considered if it might be competitive but the mix and variety of drivers makes me doubt that.
