There are actually 3 principles you are talking about here. First one is called the Peter Principle; In a hierarchy a person is promoted to their level of incompetence where they will remain (I've seen this in business numerous times and is the reason some managers seem like idiots). Second is called the Putt Principle; A person who is too valuable to daily grass roots operations will not get promoted because the company would collapse should they leave that position so someone of lesser value is promoted instead (I've seen this once). Third is the Dilbert Principle; A person is so detrimental to daily grass roots operations that they are promoted (out of that position) to prevent them from doing more fundamental harm.
