That is a scrawny looking arm, I can see why it needed to be reinforced!
Your choices are, leave it until you find a good one, cut away the plating and try to weld it up, grind it down, or cut the ends off, weld them to a new piece of round stock.
But chances are it is a steel forging, which would be stronger than a piece of 1018. maybe some 4140 would give enough strength, it welds nice.
