Every vet (disable or not) has had access to online PX shopping for a couple of years now. This is giving access to the brick and mortar store and you can imagine the logistic nightmare that would be to grant all vets access to a on base store. So they are limiting it to just disable vets.
I told my son about this since he and his wife both work on a army base. He said perfect timing. I ship to Germany on the 21st and on base PX shopping is part of the benefits for going overseas. So it will be 5 years before he can use this benefit when he ships back to the states.
