I have found that a good cleaning in gas or solvent, drying, and lube with light oil will get one working again, providing there is no physical damage. The old,what now 60 year old oil is hard and stiff, preventing the rollers from engaging. A quick fix is to get ATF in to the mechanism and get it loosened. Same way, the bushings in the starter could use some fresh oil on them. Usually, when I get a new old tractor one of the first things I do is "tune up" the starter, clean, oil and brushes if needed. Cost can be very low and the benefit great to help getting it started.....
