Covering a top-unload/unsealed silo with plastic is called "capping" a silo and is/was a common practice at least in my area. Companies used to sell round sheets of plastic specifically for the practice ironically called "silo caps."
You cap an upright silo for the same reason you put plastic on a bunk, to preserve the feed for storage when you aren't planning to start feeding from the silo right away.
It's mostly a small farm thing. When you have multiple silos full of the same kind of silage you empty one and move on to the next. If you tried to feed off all your silos at once, you might not be able to stay ahead of the feed rotting, and you'd never get one completely empty.
We had one small silo that we kept capped for 10 months so there would be corn to feed the cows during corn chopping the next year. Never any issues with silo gas.
