You are correct Brian. My wording is wrong. I agree the manuals do refer to them as Power Director - (Hand Clutch). It does have a neutral detent so yes it has a true neutral position. I have adjusted the 4 tractors I have and with the lever in the neutral detent they still won t set still a good percentage of the time, unless at least slight brake pressure is applied. Maybe there is more play in the linkage of mine than others causing some of that along with the drag; but that is why I said it doesn t have a true neutral. I should have said, in my opinion, it doesn t have a true neutral, as I feel a true neutral would be able to set on flat ground without trying to drive/drag, as they will when the transmission in neutral. These should not be used to try to achieve that level of neutral condition, in my opinion.
All that aside, to the OP s question the drag when in neutral is common. Once I got used to using a power director it works quite well doing pto work, for me at least. Being able to easily change ground speed, stop travel, or ease into something, like a bunch of hay in the windrow when baling, is handy.
